and layer manipulation in tag.

Open the elements
to be used, arrange them as you like.
I also used Wordart from a forum challenge
take the WordArt and desaturate it, place down on bottom of tag.
duplicate tube and erase off top copy around her legs.
then take the layer properties down to around 89% (Opacity)
Apply redpaw media set on defaults
merge layers as desired.
select all-float-modify expand by 2
add new layer, fill white (#ffffff)
adjust add/remove noise around 90%
